I'm pretty sure I knew everything necessary when I was 13 or so. My parents told me everything there is to it. Sex is not a taboo, at least not in my family.

As long as they have been properly educated on the use of condoms and preventing STDs I don't see how 13-15 range is a bad age for sex. I knew plenty of kids/friends growing up that were having sex and only two girls ever got pregnant in all my middle school/high school days.
