I saw it too last night (10 AM GMT+7 here currently and that tweet was around last night in my time zone)

Notice anything? I'm gonna assume they're not supposed to announce him this early for w/e reason, but it's still weird... I tweeted them asking about it lol

The way the right elbow is wrapped around something would suggest that he or she would be holding an assault rifle/ sub-machine gun of some sort.
My guess would be the machine-gun guy to the left of the ninja in the official trailer.

Could this be the OW hero hinted at in HotS' Commander Raynor skin? You know; the one with the Overwatch symbol on his shoulder.

The character on the picture attached by the OP seems to be carrying a rifle of some sort. So I don't think it's the mysterious ninja-cyborg dude since the OW characters usually carry only 1 weapon.
