I had all the prerequirements to get to him too but wasn´t really trying too hard. Today in the morning though, 1 hour after server reset I randomely looked in the group finder and there were 3 different groups for xemirkol up. In the end we killed the boss with 20 ppl or so after everybody ported to the platform.

So if you want to make sure to get your achievment just log in after server reset/maintenance, he should be always up then.

Man the rng luck in this game sucks.
I got the last rare needed for the achievement and hit the crystal and got teleported right to him.
He was there and I killed him(easy since did on my hunter).
Hearing from people in my guild and this website how much a pain in the ass this is I cannot believe I got that lucky.
Like they have told you try to do on resets(not easy for everyone with real life stuff like work) and check the lfg.

type in whatshisface name (or just the start of it to account for typos) in the finder and refresh - you can even get an addon to alert you when a group pops / signs you automatically

In the end I just casually popped the crystal late at night expecting to find yet another boring rare for my daily fragments.
When the purple mists came into my screen I was like "Da hell is that"
When I looked down and saw a familiar broken dam I was like "Da hell is this place"
When I turned around and saw Xemirkol I was like "Da hell is that guy"
Then I realised. After killing him without much effort I was like "Da hell I did it"
So everything's good!

Camp it after server restart, wednsday morning, u get it 100%, it worked for me at least

After casually trying to get him on my own server for a few weeks I went into LFG and found a low pop realm, used my crystal, and got him.

Awww, that's my old server Anvilmar....spent 6 years there before transferring to Sargeras when Anvilmar died....they still have one guild on there that is 13/13M and then next closest is 4/13M.

So, there are a few requirements and then you are CERTAIN to see him:

1- you have to have killed EVERY rare in Tanaan (there's an achiev for it)
2- you need to be exalted (maybe just revered) with the Arakkoa Outcasts
3- you need the Treasure Seeker's Crystal or w/e, the one that teleports you on a 15min CD to a rare in Tanaan
4- if the rare is up, Xemirkol, then when you use the crystal you WILL be teleported to him

Then you have a 10min window to fight him again. If you die, or are blown off the platform you have to use the crystal again. He may have died before the CD is up, in that case you have to wait. Good luck!

@Kyux: Arrakoa Outcast reputation is irrelevant, only reputation required is Exalted with the Order of the Awakened.

how do I make a group for Xemicol? if I go to him and try to make a group it sends me back to my realm and he dissapears , I missed 2 chances today died in 1 second before Xemircol I almost cried, now I cant find him on any realm.

If you drop group while on another realm you will be ported back to your own realm as you experienced. I dont think you can switch groups on that other realm so youll have to do it yourself.

If you are on your own realm you can make a group and have people get there as well.

This is what i did. Trying to be nice i figured i make a Xermirkol group. Waited 4 minutes with 3 guys standing there. The 4th asked if we could wait 1minute so his crystal could come off CD. So we did. Then some dickwad ported there, tagged the boss and failed miserably. Unfortunately one of us had hit Xermirkol as well him so we couldnt reset. The tag was still from that other dude. No Predator title. Ah well, plenty of time left to get this :P

Its phased - you can't see him unless the crystal takes you to the phase.
