Is Evocatation supposed to consume charges?

I'm practising Arcane on some dummies and noticed that after i evoc, my charges disappear. I have tested it over and over and evoc is removing arcane charges, is that supposed to happen?

Yes. It is.
Each charge increases the mana regain by 25%.

Yes, and you want them to be gone, once evo is on CD you are in conserve phase.
