An NPC somewhere maybe?

NPCs for the Mists ones are in the Lorewalkers area in the vale. There's an NPC for Dragon Soul outside the Dragon Soul instance portal.

NPC located outside the instance will let you run LFR.
Edit, seems i wasn't completely right. ^^
