How can i proc a quest with /commands?

Sooo i just really dont want to do quests to get a garrison for the 5th time, is there a way i can proc a quest by doing slash commands? The quest in question is the arena weekly skirmish event, i was told you can accept it if you are inside a skirimish and type something.

That sounds like an exploit. Exploits shouldn't be posted here. And the quests to get a garrison takes little more than a few minutes.

Can't you just take the quest in your dungeon journal?
