Do you mean this google doc?
Because I personally use the Shackled Torment WeakAura and it works just fine. If everyone in the raid gets the WA, the three people that get targeted by it usually have text that says FIRST, SECOND, THIRD, although only the people targeted by it will be able to see the text.

We usually just have a healer calling who breaks their shackles and when. The WeakAura is just for informative purposes.

Yeah it is working for us like a charm aswell. You mind telling what exactly isnt working for you on that? Maybe some issues with the language of your client?
