The level cap is 111. Why? Cause its a much cooler number than 110.

The new class is demon hunter open to all races
The naga join as a neutral race
Pandaren death knights plus worgen and goblin monks are now available

Scenarios and actual talent trees are reintroduced
There will be new battlegrounds.

Silas Darkmoon now walks around Dalaran when there isn't a fair and will open portals to Draenor if you really want to, but the new leveling content starts where Mists of Pandaria left off.

The new areas are a segment of the Emerald Dream and a small part of the south seas.

After The Siege of Orgrimmar has ended and Garrosh is taken away in chains, several key NPCs collapse and fall into a deep sleep. Despite extensive efforts to wake them up, the sleeping people respond only with incoherent rambling about the dark portal turning red, garrisons and gul'dan.

The source of this mess is the Emerald Nightmare which is growing stronger because the armies of the Legion appeared inside.
It turns our Azshara barricaded herself in the Tomb of Sargeras and in a trance like state attempts to summon Sargeras into the dream and completely ruin Malfurion. The mission is to hold off the demon assault in the dream and cut off Azshara's ritual with the help of a naga splinter group.

The naga and the four druid races get most of the new lore development, but lorewalker Cho will also talk about how Pandaren wieved the Emeral Dream back when they had a good relationship with the night elves.

The main enemies will be Azshara and Brightwing, but the end boss is Sylvanas.
As it turns out She used the Whispering Forest in Tirisfal Glades, to help Azshara enter the Emerald Dream so she could conquer the world while all the faction leaders, heroes and army commanders are asleep. She wasn't quick enough, so she needs to die.

Speaking of die. Malfurion, Varian and Thrall don't make it out of the Emeral Dream alive.
Garrosh may or may not prove that he is actually a capable leader when he doesn't get death threats from all his advisors.
