Is elemental rune drop rate based off difficulty

Is the chance at 9/27 different based on LFR / NM / HC / MYTHIC? Is it LFR (X Drop rate) And NM/HC/MYTH (Y Drop rate) or each different? I know we don't know for sure, but is there a general consensus ?
