It is not nor ever has been the amount of healing a healer can do it is about the number of healers as far as BGs, RBGs and Ashran go.
When one side as 3-5 heals and the other 1 or 2 or none the outcome is pretty much a given
What Blizz is doing is a fake fix to quell the complainers when the real fix is to have BGs grouped like LFR or dungeons with a set number of healers per BG and they know it!
No way, imagine the queues for dps.. If the team works together it wont matter how many healers you are down. A real fix is to remove all self heals from the game- besides healers and even then don't make them too strong. That way people will get annoyed of not being able to go solo and will re-roll to feel like gods

That would mean that tanks would lose part of their Active Mitigation abilities, unless they are disabled specifically in PvP, which also has other issues. Warriors can't Shield Barrier, Paladins can't Word of Glory, Monks can't Expel Harm, Druids can't Frenzied Regeneration, you name it. And for the hybrid DPS whose self/off-healing isn't that great, i.e. Elemental Shaman, that's another low blow them.

I agree with others. Blizzard is doing a bandaid fix instead of addressing the real issues.
1. Healer imbalance in Ashran/Battlegrounds:
How can you put forty players in an Ashran but with only one healer while the other side has six? This happens a lot. Cap the number of healers per battleground.
2. DPS healing way too high.
