If you are just leery about the whole process, I would recommend you consider it. Building your own PC gets you a lot more bang for your buck. As far as a good computer for $700, I'm going to assume that you are re-using your monitor, keyboard and mouse. Some basics to look for a decent gaming PC:
- 8 GB RAM
- Intel i5-4XXX(K) CPU
- Radeon R9 or GeForce GTX (R9 380 or GTX 8xx if you can find them in the build, not sure if you can get that good for $700)

Mobo: MSI h81m-p33
CPU: Intel Pentium G3258 (OC it to ~4.4 GHz w/ stock fan)
RAM: Any DDR3 8G
Graphics: GTX 750 ti
< 400$ - 60FPS (ultra, low shadows) - Best low budget build by far atm. This build may require you build it yourself, as mentioned, very easy, just need a pair to get it going.
If you wanna go up a step, get anything with a i5 4690k (+ preferably an aftermarket fan like a 212 evo to get the potential out of the unlocked cpu) and GTX 970 (do not buy an AMD GPU, because they are miles behind Nvidia for WoW). Anything inbetween those two setups are kinda pointless imo.
Explain your "can't build from scratch" rationale because it's the only way you'll get even close to what you want. Pre-built rigs have the cheapest shit the manufacturer can get away with as a solid stone rule. Has a nice I5? That's cool, check out the $27 foxconn motherboard and 200w ni-hao-goku PSU that will last you 3 weeks.
