Gf's sister wants me to build a computer for her.need advice on what parts to use.
Budget-2000 but obviously don't need to actually spend 2000
    Resolution-1080p
Games / Settings Desired-anything from runescape to gta5 and whatever else.high to max settings
Any other intensive software or special things you do (Frequent video encoding, 3D modeling, etc)video rendering and streaming

This is something I would recommend, if say your GF actually makes an income with rendering and 3D modelling, the intel I7 5960x might be a better however this is more then enough if you are just using 1 GPU.

For compute I would of chosen a Fury X in this build as it has much better compute then the Maxwell GPUs or anything from AMD GCN while offering pretty strong neck and neck performance in games in DX11 however not like you can get hold of a Fury X these days anyways.

I think a gtx980ti is a waste of money for 1080p at 60Hz. Anything higher than a gtx970 is not for that res and hz unless you plan getting a 1440p monitor, since you have the budget room.
How much video rendering are we talking about. Pro stuff for hours or just some here and there. Cause you can do that fine with a i7 4790k or i7 6700k. If that the case for 1080p i would look at the following (i'll add a case if she wants new and large ssd):

Personally if they are wanting some rendering and compute stuff, anything under 980 I would say 390/390X, more performance in games then a 970 and more importantly better computational power.

The 980ti was just to see how much could be stretched but personally X99 over skylake I7 any day, you can just see at the cost alone its barely any different overall and better performance across the board on the use.

Then what i proposed is more than enough, no reason to spend more money. With the saved money if she wants she can buy a new case as i said, she gets a large size ssd, maybe a nice mechanical keyboard if she hasn't got one, hey maybe a new office chair. In other words either save the money or buy something that will go in good use.
