Legendary ring question (damage increase %)

Hi guys,

Forgive me if this is a silly question...

But we have a mix of upgraded and non-upgraded rings in our raid group.

The initial damage increase on my ring for example says,

'Awakens the powers of all the Savage Hallows worn by you and your allies, increasing damage dealt by 28% for 15 sec'

Does this mean all dps who have a ring get their damage increased by 28% (inline with my upgraded ring if i initiate) or if i use it does everyone get a % increased based on their own rings (25% for example)

Similarly if someone with a non upgraded ring initiates, will i not get my 28%, but rather a potentially lower increase because someone else used it?

Hope that makes sense, just didnt seem clear from the description!
