    Just for clarification i was mostly speaking from an European perspective we have more regulations in check that forces banks to act differently. For example they can't gamble with savings and pension funds as they can on your end of the pond. Saving banks need to maintain also a certain % in secure investments and holdings and there's a segregation between investment and savings banks here.

    Loans have been harder to come by, also as i pointed out it's not the bankers at fault but the people at the top of the banks that create a toxic environment that causes those crashes as they not only encourage but enforce such behavior, reason i pointed to the american firm ENRON.

    Seems like a terrible article. I don't know how you can properly discuss this without a frame of reference. 53k gave up their citizenship in 2014. Ok. Where does that stand among all nations? Maybe its very high. Maybe its very low. Maybe its average. I don't know what to think. It doesn't help they toss in anecdotal quotes at the end.

    This feels like an article written to troll the internet more than to inform.
    TO FIX WOW:1. smaller server sizes & server-only LFG awarding satchels, so elite players help others. 2. "helper builds" with loom powers - talent trees so elite players cast buffs on low level players XP gain, HP/mana, regen, damage, etc. 3. "helper ilvl" scoring how much you help others. 4. observer games like in SC to watch/chat (like twitch but with MORE DETAILS & inside the wow UI) 5. guild leagues to compete with rival guilds for progression (with observer mode).6. jackpot world mobs.

    The highest number of high-tech emigrees was in 90th. These were Soviet scientists, engineers and programmers. At the same time a popularity of these professions dropped immensly during 90. So in the early 2000 there was a severe lack of young and middle-aged specialists in all tech areas. During Putin's evil reign IT sector started to grow, many development centers from foreign high-tech giants started to grow like shrooms, state and other government supported funding of R&D projects kept growing. These trends led to the situation where tech professions started to regain their popularity. It, in turn, increased a number of young specialists graduating from tech universities and colleges.

    So, what is a 54K number? What is a percentage of high-tech specialists in it? What it makes as a procentage of total number of tech-specialists in Russia? Has this percentage grown or decreased over past nine years?
