Presidents don't have the power to make changes and yet get all the blame.

I disagree. Obama has managed so far to get several changes done. Some by persuasion, veto threatening or the stroke of a pen. They yield a lot of power, but for certain should not be given anymore. Remember they are the ones who appoint a Supreme Court Justice.
