One of the easiest way of telling if an area doesn't have a rape culture. They actually talk about it.

If an area has a rape culture, it won't be talked about because it will be considered normal and the women generally wouldn't be allowed much of a voice to talk about it in the media either. If an area had a rape culture, it wouldn't be considered an insult to those in the area.
