The problem with the "best" government is it'd need to be resilient to inevitable changes in authority. A benevolent dictatorship will become a malevolent dictatorship of horror and tyranny if you let just one bad king in.

I'd say democracy, but that requires the ability to survive tough times with incredibly dim-witted voters.
