The 7th rune is on its own cooldown,

Note however, the more you stack haste the less benefit you gain from the "increase all rune speed by 10%". So this talent is good for Non-haste builds.

Why do you say that? With a baseline 1.5sec gcd reduced by haste, the 10% rune regeneration would, at first glance, appear to be more valuable, not less.

I watched the frost legendary weapon into last night. Just seems like it plays real slow.. not sure it it's because of new runes/playstyle or he was using a 2H weapon

The stipulations to get the seventh rune on its own CD seems silly. Need three runes fully regened, so very rarely will this actually happen. It's not uncommon to have one or two runes sitting regenerating but three is a bit of a stretch. Really feel that it's almost a bug and should just regen separately always.
