Flood waters have reached their peak after Storm Desmond, leaving hundreds of homes flooded across northern England and parts of Scotland.
More than 1,000 people were evacuated in Cumbria and the Scottish Borders, as scores of severe flood warnings remain.
Some 55,000 properties are without power after flooding at a substation in Lancaster, while a second substation in Carlisle is also under threat.
The floods minister said the rainfall had been "extreme and unprecedented".
Prime Minister David Cameron said the Army had been mobilised to help those affected, and a meeting of the government's civil emergency committee, Cobra, has taken place.
