Invasions never spawning ??

Hi there,
so I've read on multiple sites/forums (including this one), that you can easily get invasions by just doing 2 or 3 dailies/scouting missives in the same area, so I gave it a shot :
- 5 missives in the broken precipice
- 5 in shattrath harbor
- 4 in everbloom wilds
- 15 (!) in magnarok
For all these missives, I got a total of ZERO fuc*ing invasion, so I'm wondering wtf I'm doing wrong... My garrison is only lvl 2 on my alt, so I thought it could be the reason, but nowhere have I read that it prevents invasions to spawn.
Can someone pls help me understand ? It's starting to really frustrate me, and after exterminating the whole goren population of magnarok, I dont think it's just about rng

I think you need a level 3 garrison for a regular (lvl 100) invasion.

NOT having a lvl3 Garrison is doing it wrong.

You know, I havent wondered about this until just reading it......I havent had an invasion in a few months......
Going to complete these meta achievements now :P

Yup, you do need a lvl 3 garrison, I got 2 as soon as i upgraded mine. Can't believe it isn't mention in any guide, would have saved me so much time
