As for it "justifying law enforcement" that's a yes and no answer. Are cops justified in scrutinizing black teens more often then teens of other races? I think the answer is clearly yes - statistically they are committing way more crimes. Does it mean the cops are ok to shoot suspects for no reason? Absolutely not.
