Technically, shaman are not casters they are conduits. They are not generating the magic they cast, they are redirecting it from "spirits". Mages, for instance, are directly creating the magic they attack with and so intellect as a stat makes sense. Shaman borrow ancient powers of spirits and elements to enhance their base physical strength, which makes agility or a combination of strength and agility logical stats.

Blizzard is on a mission to dumb the game down, but if they were still doing the stat thing for more than vanity purposes, I'd say that hybrid specs should be able to benefit from a primary and secondary stat. Enhancement could go for agi to boost attack speed, crit and evasion as well as strength to boost the raw damage. Something like that. There is no rule that says agi for a shaman has to work the same way agi does for a rogue...but like I said, forget any of that in the current iterations of WoW. Enhancement is looking to be exceptionally terrible in legion compared with how it is right now.

It looks like Rings, necks, and backs will be shared with everyone. Theyve removed primary stats from rings/necks and cloaks will have all three. Trinkets may still be an issue though.
