You mean actors portraying disabled men right? Its a movie, that was an actor, who wasnt hurt. Now if this was a real video, of a real disabled man, being really hurt, and people laughed, then yeh, they may have some head issues.

I didn't laugh at an actor pretending to be wheelchair bound and yes I would also laugh if I too made an unintentionally weird sound effect as part of a movie.
