Unless Shield of Veng will be immune to SS and Dispel you will never use it in PvP vs Mages, vs other classes you still may use it, but good players will dispel/purge it right away, so it is kind of worthless asp since its cd is so long for something that can be SS/Dispelled.
But if you are into PVE then yeh i imagine u can use it while doing ur dailies )
