Do you still need to do Tanaan intro to get event quests on boosted characters ?

Basically I can see Seer Kazal on my boosted pallys garrison, but he doesnt offer the Time Walking quest for 5 runs (cant get it from adventure guide either)


I googled that you need to do the Tanaan intro to enable it, but my 1 other non boosted character has no shipyard and has never even started getting it and yet he can accept event quests fine (at least for timewalking)


is it some bug where boosted characters have to do it when non-boosted dont have to ?


Or do I need to wait 24 hours (they still havent passed) for it to appear ?

boosted chars have a lvl 3 garrison, yet I was unable to accept the quest from Seer Kazal

yeah confirm that establishing the tanaan base instantly unlocks the missing/unavailable garrison stuff
