To be honest, I really don't give a shit about what the "Correct" term for a person's race is. I refer to someone's race in the easiest ways I can, "White" "Black" "Indian" "Asian" "Mexican" "Middle Eastern". Are "White" people actually white? No. Are "Black" people actually black? No.
Race is such a pointless "characteristic" to be defined by that I refuse to acknowledge it's relevance beyond those broad/bland descriptions.
That's the point. They are a generic association descriptor of skin/hair color, combined with different scale facial features.
Indians from India would be "Middle Eastern" not because of their physical location, but because of their skin/hair color, and facial features.

My father was born in Puerto Rico. His father was born in Spain.
As explained to me, Latinos are from anywhere near Latin America, primarily Mexico.
And don't confuse Mexican for Puerto Rican and vice/versa. The two groups hate each other. I worked on a race track (horse) for a few years and whenever a fight broke out (in one case a full scale riot) it was always between the two groups.

I think the main thing is this is an example of definition drift through common usage. Like the word "gay" has changed both definition and context so drastically. So why aren't Quebecois Latin Americans? Because they're not. Through common usage of the term. Nobody would understand your meaning if you started referring to them as such even if it logically makes sense. De facto, it's just not the meaning.
