I have a problem about Steam guides

Hi guys. I hope this is right section to create this thread.

A few days ago I created a Steam account and started playing a F2P game then I wanted to create a few guides about that game.

I created four guides completed all of them and published them. It's all okay. Problem starts here. My guide cannot be seen by publicly.

There is a warning on top of guide that says it's only viewable by me, my friends and administrators.

Is it because of my account's newbie status? Cuz I'm level 0.

Probably. They put some restrictions on level 0 accounts a while ago due to scammers & account thefts, basically forcing people to buy something to level it up & remove some restrictions.
Could also be related to the other restrictions about account security, tbh don't know... I'm sure you could find info on steam forums or in faqs.
