They'll still be hanging out in your garrison, but the garrison mission rewards are probably going to get nerfed significantly so you won't have much reason to use them anymore. And they won't be following you to the Broken Isles.

I actually really enjoy doing garrison missions. I think it adds some flavor to the game. Hopefully, they'll expand in legion and allow the followers to be somewhat tangible when it comes to questing and exploring.

That's exactly what they are doing; you send followers out to the zone for a mission, then you go out and join them there.

But no, they don't continue leveling to 110. They're stuck at 100.
