It comes from the white power and white supremacist movements. A "cuck" is a black man who has sex with a white woman while her husband watches. So the racists have turned that into a form of attack. For example a cuckservative is a conservative politician who watches as conservatives are ****ed over by a black president. Note I don't believe that is true in the slightest, but it is what goes on in their twisted little minds, and which Trump's campaign with its hate speech has in their minds legitimized.

That's actually a subset of the fetish, not surprisingly I've heard it's more common in the south. The cuck is the guy watching, the "bull" is the hyper-masculine, man with a big cock (typically white or black, never asian) who is superior to the cuck, doing the wife (my theory is that for racists, they view blacks as superior in a sexual/romantic way, and this is the form it takes in those people with a cuck fetish).
