    Team dedicated to quests/zones

    Why doesn't Blizz have a team dedicated to quests and zones? They could push out one every 1-3 months? How long would that take? Stop saving it all for an expansion and have it continually be released. Just alternate raid and quest patches and if they need an expansion overhaul have a third team communicate with the other two.

    They do. It's just that, with WoD specifically, they pulled that team off of WoD to work on Legion as soon as Draenor was done. You'll notice that that wasn't the case in MoP; they rebuilt Krasarang, added many new scenarios (the quest team makes those too), and added two new zones during the expansion. With WoD they just decided not to add new quest content (until the massive sub losses made them reverse course for 6.2) for some reason.

    Well it comes all down to where their time is best spent. I couldn't realistically tell you how long it takes to design a new zone from ground to bottom and how many people are actually involved. Usually expansions get 1-3 of such zones during their lifetime as max-level content, and then those people start working on the next expansion which needs 8-10 new zones, so...
