Rift would be the closest but not sure on how popular it is atm. Wildstar if you're looking for something Wow-like yet more cartoony and silly.

My favorite MMO that I have played outside of WoW was SWTOR, it's free to play and actually pretty fun. Another good one is Guild Wars 2 - its fairly popular and very good at keeping your interest.

Don't bother with Korean f2p MMOs, they have a really short life span in the west, despite whatever hype they get on release.

Wildstar? Has the same art style, and is loosely similar. Different combat system though... and honestly, the combat system is more fun than WoW's.

Anyway, probably RIFT. Gameplay is pretty damn close as is the setting (Though RIFT has quite a bit more tech).
Swtor has similar gameplay to WoW but the setting is completely different and Bioware is actually capable of writing a decent story (Or eight, as it stands, due to each class having a different storyline).
