You are the only one who can define that.
15 USD can be a lot of money or absolutely nothing for you, as well as you can log once per month and left the game 5 minutes later in rage or play everyday for 4 hours and have the time of your life.
I personally don't find it worth, because all of my friends are no longer playing and I can either play horde alone (which will lead to a nerd rage) or wait 8 to 10 minutes on the ally, with absolutely nothing to do. At least during MoP I could play the AH while I waited.

If you don't have multiple characters on the same server for garrison gold it's much easier to pay the sub fee. My time is valuable and farming gold is the last thing I want to do. Even if I only spent 3 hours a month farming, my time is worth more than $15 for 3 hours.
