    Gallifrey population

    So Time Lords can live for quite some time. With all regeneration it can go up into the thousands. Throughout the show we only know about at most 2 cities that are on the planet of Gallifrey. How overpopulated must that planet be with the entire population living for extremely long times? I don't understand why the Time Lords didn't expand out into other planets to inhabit.

    Gallifreyans only have 12 regeneration... unless you have a hack writer explain it in such a way that they can throw out fairy dust every now and again through cracks in universes to give Gallifreyans whole new new sets of regenerations, but THAT would be just silly! >.>

    They're grown in "Looms" Although rereading it now it seems that it might not exactly be canon.

    The whole Virgin Novel lineup, while many gems existed, is questionable cannon as they really took it in an oddball direction. If that was cannon, then Leela would've been the Doctor's mother - among other things.

    Yeah, plus the tv show actually showed the Doctor and Master as children so it's pretty much out the window. An easier solution to the OP's question would be; if they can make Tardises bigger on the inside due to being extremely technologically advanced, there's no reason they couldn't do it with buildings.
