This isn't true at all.

At the highest level of plays, Resto Druid comps dominate both the ladder and tournament scene and that has been the case since mid-MoP.

Every single European GCD has featured exclusively variations of Resto Druid/X/X in the semi-finals. The last 3 Blizzcon semi-finals has seen 10 out of 12 teams feature variations of Resto Druid/X/X, with the only outliers being an LSD2 (another Druid) and an MLS. This isn't just a WoD issue, Resto Druid has been the dominating force for competitive play for close to 3 years.

Resto Druids have 3 of THE strongest comps in the game: RMD, Turbo and LSD.
Holy Paladins have access to one tier-1 comp: WW/DK/Hpal. Hpal shatter is not nearly as strong as it was last season, only one shadow is in R1 range as it currently stands.
Resto Shamans have access to one tier-1 comp: FLS which is quite strong but not nearly as strong as any of the Resto Druid comps.
Priests and Monks just play inferior versions of Druid comps, RMP and Monk Turbo.

As it currently stands, 25% of the spots for R1 are taken by Druid, the majority of which are Resto Druids.

Saying there is only a small difference is simply not correct, if you want to achieve the highest ratings, you do so by playing Resto Druid comps.

Exactly this. Watched GCDTV this past weekend and it showed how Resto druids were above other healers.

During one match, the most CC that was used was Cyclone from an RMD comp. Mage and Rogue were all out damaging while resto druid spammed cyclone on enemy healer then when it was DR'ed he switched cyclone to the dps.

One match had RMP against RMD, with 5 mins Priest was oom while Druid was still at 80% mana.

BrMs lost their AoE ranged snare.

Aside from that, they basically kept the same CCs. Their main stun is that 45s CD 5s stun 5yrd range AoE kick. Paralyze on 15s CD still there, and WWs still have their Snare/Root ability.

The thing Monks got though was more mobility, especially WWs. WW mobility is insane in Legion if you spec for it.

Which class has the most CC in Legion?

As far as I can tell that would be druid (resto?):

Cyclone
Entangling Roots
Bash
Ursol's Vortex

It's always going to be druid because they don't like pruning them.
MOP - > WOD druid basically didn't lose anything.
