So all those times people have randomly stared in my direction on the tube have been sexual harrassment?

Most of those 1 in 7 were probably staring. I've been stared at plenty of times. There's some weird people on the subway.
Staring is not harassment. If that person is following you around then a case for stalking could be made, but my god sometimes if i am waiting for the bus or i have time to kill i will just people watch to see if there is anything interesting going on, i think 99% of the worlds population would end up reported.
I look at walls and empty spaces to avoid making anyone uncomfortable, apparently that's weird as fuck and people stare at me making me uncomfortable.

Looking at someone while you are both standing in a public place is harassment? Pardon me, my British friends, but why would you elect such overreacting morons to office?
EDIT: Is it not a law per se, just some kind of " awareness" campaign?
I have a feeling I'm not a rare case and I've had women stare me up and down at the super market even yelling at me or 'accidentally' bumping into me. So it happens more then you are letting on or you live in a distorted world where women can't find men attractive enough to seek out and pursue them equally back. But I just realized who I'm talking to and came to the conclusion that this is a waste of my time, because you will largely ignore it and keep living in the fantasy where all women are frail and weak and need you to champion their cause unless they dont meet your weight standards.
