Hi,
i have a question about how SDI works for brew masters. I'm sorry if it it has already been explained somewhere else, i searched and could'nt find the answer.
The tool tip says that you get 1 stack of EB when your drop under 76% ( heroic 2/2 version ) and that EB also increase your damage done by 21%.

So i was wondering if the +21% damage is only for when you use EB after dropping under 76% health or is it a "perm" +21% damage when you are under EB ?
