We live in a globalized world; it is not like it was 1000 years ago, when one country could dictate how the world works. There are all kind of economical and diplomatic ties, that will be cut if someone, even very powerful and influential, does something that violates the commonly accepted standards. If the US decides tomorrow to walk over and annex a part of Mexico, for example, you bet there will be drastic consequences. Luckily, the US government understands it; there hasn't been annexations by the US for over a century now. For Russia, the latest is dated as late as 2 years ago, and the title in the topic might mean that there is a new one coming.
If you seriously think that the only difference in this all is that Russia is weaker than the US, then you are really, really wrong.
