Fighting them head on is/was/never the problem. Finding where they hide in caves, amongst civilians, and random shit holes is the issue. Insurgents backed by an ideology/religion that glorifies their death are like cockroaches, venomous ones that kill whenever they pop up, but you can never quite exterminate.
