Blizzard confirmed that Voidwalkers aren't demons in the lore. Why some are in service of Warlocks and Burning Legion... enslaved or their own consent?
The entire reason the Legion was created was because, in his flawed vision, Sargeras decided that the only way to defeat the Void Lords was to eradicate all life himself so they'd have nothing to corrupt and twist. There is nothing in creation that Sargeras (and by definition the Legion) hates more than the Void Lords.

The Void Lords cannot exist in our universe, at least not without something like a Void-corrupted Titan powering them. But, their attempts to manifest "leak" small bits of void energy into our universe. There are a lot of lesser void beings because of this leaking (like voidwalkers), that are not really very powerful. And the Legion could certainly enslave those.
Later they pooled their power together and managed to put a portion of their power into our universe (as the Old Gods), which are too powerful for the Legion to enslave.
Even within the Void, the Void Lords are merely the most powerful inhabitants of that universe. They do not absolutely control 100% of it. Just like the Titans (or Burning Legion) don't 100% control ours.

I don't know what lore I might have missed but I would say the void creatures are those kind of monsters that are left alone even by the most evilest groups. The void and the Legion kind of have the same interests so they kind of sort of work together in a way but not really socializing with each other. I could probably be terribly wrong on this but from what I played over the years that's just what it seems like to me.
