On some level we want things to be predictable so that we can react to things that come more effectively. Complete anarchy where nothing is the same day to day would drive us insane and never leave us with any peace of mind or feeling of safety. It's why we invented those pesky ideas like "society" where we don't have to worry about whether our children will get eaten by wolves or not.

Change requires sacrifice, people often don't want to change because they don't want to give up the things they are comfortable with.

If you want to lose weight, you're going to have to cut back, which would be losing the food you love to over eat for a period of time or permanently.
If you want to learn a certain skill you'd have to study for hours and hours, and sacrifice other things, clubbing, gaming, wathing a movie marathon.
You can have most of these things back once you're done, just going on without them is generally depressing or can be, so people decide to not change and keep things as is.

The whole business district of the town would close and all that would be left is empty store fronts.

A lot of people were nostalgic for those business districts when in fact they were just grossly inefficient and could only stay in business by charging high prices. People went to Walmart because they saved a lot of money.

Wallmart is the biggest welfare queen on the planet, taking in government money. Places that sold goods that would last for over a decade can't compete with goods designed to break. Wall mart sold goods at a loss at each new store until the small business competitor went under. Anyone who tried to use Walmarts price match found out they only sell model numbers exclusive to wallmart.
