I always imagen that Jar-Jar was was a analogue of Magnifico, the evil Emperors totaly incompetent jester, that the heroes rescues and he then join them in Foundation and Empire (Star Was draw loots inspiration from the Foundation books) In the end its disclosed that Magnifico IS the Emperor and he have manipulated the heroes and mastermind the defeat of the Fundation from the begining
