In Legion, a lot of upgrades seem to be from World Quests, Class Order Hall, Dungeons, Raids, Professions, etc. But what about world drop BoE's (bind-on-equip)? I have always enjoyed BoE items, I myself used Scabbard of Kyanos all the way through heroic BRF. Copeland's Clarity was great too. I think it would be a good idea to have these as an alternate means of gearing up your toon. It also gives some lucky new players a chance to make some gold by selling them, or old players with lots of gold the chance to buy them.
