It is a consumer protection bill. Environmental groups support this as well. Current law effectively gives EPA no way of controlling the most harmful chemicals, as they must consider the economic impact of their decisions. This new bill takes off the chains, so to speak. The EPA now not only has the authority to review and regulate these chemicals, but they're actually required to have a minimum number under review at any given time. Any tests or studies they wish to perform on a product have to be paid for by the company making it.
The only drawback is that the review process will take many years, and whilst a chemical is under review, states cannot create their own laws about it. But in the grand scheme of things, it's better to have consistent federal regulation in 5 or 6 years instead of partial, uneven regulation across the country for the next few decades.
