Legion Legendary Items Question

So if the legendary items are disable in pvp, why, a warlock "LEGENDARY" (Imagine dr evil saying this) ring Sacrolhash makes corruption slow the target by 60%?

I dont think this item or many others like that, wich provides slows, cc and "boring" stuff could be called legendary or even feel like one.

Could you please enlighten me and explain to me what are their uses and what are some of the developers concept doing items like that?? Mythic Duns pheraps? Annoying ppl at WPVP?

Not every legendary is particularly good. But yes, it could potentially be useful in world PvE, world PvP, possibly dungeons if kiting is actually a thing. Most likely it won't be one anyone will want though since you can only equip two.
