I guess at the end of the article, I am wondering why no one stepped in to help her?

I'll tell you why I am usually reluctant to help people that I don't know.
Especially women.

I have had an interesting experience when I was around 20 yrs old.
At that time I was an active football fan (ultras, but hanging out with the hooligans, sometimes participating in fights, but not full on). And because of that I was on the record with the police (we have a special department that usually knows most active members of all the big youth extreme organisations).
And I have a friend, that was at that time a member of a rather hardcore nationalist organization, not nazi, but very far right. He was on record too.

So we were together in the subway train around 10-11 o'clock in the evening.
There were not so much people in the train, maybe 10-15 people along with us. On one stop three young muslim guys entered the train and started taunting a young girl, that was sitting in the corner. Verbally abusing her first, than grabbing and touching.
All the people in the train turned away and tried to make it look like nothing was happenning.

We stood up and walked over to those guys. My friend was going to start a fight, but I tried to reason with those guys first, saying that noone needs a problem, and we'd better all just mind our own business and continue to wherever we're going. Unfortunately the answer was the list of my relatives that that guy would like to have sex with, including my mother and a spit to the face. He than tried to swing at me, and that is when the fight started. Due to the fact that my friend is a rather good mma fighter, and I had some experience in street fighting, and the fact that we were heavier than our opponents - we won this short fight. It was only after that when some of the "bystanders" have actually called police and all 6 of us, the attackes, the girl and me and my friend were escorted into a police presinct.

And there interesting thing happenned. The girl said that she and I quote "doesn't want any trouble, doesn't want to have anything to do with this, and won't testify that she was attacked" and then went home, since she didn't want to waste her time in police.
Without her testimony the story started looking grim for me and my friend, since it was our words, against theirs. And we both had records tying us to extreme organizations with more or less extreme right beliefs.
Luckily for us the police were on our side, and there was a camera that fixated that the first swing was coming from those guys.

Otherwise we could have been facing jail time for racially biased attack on those nice muslim boys.
