It's not a good idea on purely technical grounds.

Because illegal immigrants aren't subject to the individual mandate, allowing them to purchase insurance would lead to adverse selection (only sick people will buy, driving up the price).

If illegal immigrants were also subject to the individual mandate, then this would be fine.

I think they should use this opportunity to do a reverse sting like they do when they send people with warrants a letter informing them they won a free TV and when they come to pick it up the arrest them and thrown them in jail.
