Win 10 taskbar not responding

As the title states. My taskbar in windows 10 has stopped working. I've googled on how to fix it but I am unable to perform those fixes because: 1. my task manager isn't responding either. 2. the win key on my keyboard isn't working so I can't Win+R. I just have zero clue how to go about fixing this and was hoping you fellow mmo-champs could help me out.

Also to add I recently reformatted my hdd about a week ago I believe but it was working perfectly up until last night and I hadn't downloaded anything new.

I also have had some problems with that, mostly on the laptop, usually is tied to windows update beeing active, once it finishes it goes back to normal.

you could try to repair/reset windows base;

winkey+r > type "cmd" > enter > type "sfc /scannow"

This seems occur with non admin accounts as mentioned when windows 10 update/upgrade is in queue (stupid "feature"). So to fix log with admin and install updates/build upgrade.

You can try hitting ctrl-alt-del to open task manager and run a new task from there.
