The Graphics card is just a placeholder. I'd use the onboard until the third party RX 480s or the GTX 1060s are available.
I left of the OS. you can get it from Kinguin.com for cheap.
You don't need 700W for RX480 even with everything overclocked.
Unfortunately you can't get that rig setup in EU. 6600k/Z170+RX480 can't fit in the budget. Either 6600k/Z170 with say a gtx960 or no overclocks and RX 480. Again you'd have to wait for an RX480 without the reference cooler:
