In case you didn't know this, blizzard decided to do another beta giveaway, first thing I thought was nice maybe I will win,
After signing up for the contest I decided to look at the rules and which countries are in and ofcourse is mine not in there, Netherland
Why does blizzard do this? Why let some countries out? Hell even some of the countries next to us is in, Belgium, France, Germany even Luxemburg
Almost all Europe is on that list...

It most likely has to do with legislation in the netherlands (although I'm really curious as which that would be). Bummed here as well about it, still trying to get my key as well

Does it even matter that much? I mean we're pretty close to launch anyway and pre-patch is right around the corner. End of the say it's Blizzards game and they can choose who can and can't be entered I don't see any reason to get salty over this just move on.

As for availability that varies by country and is nearly always a consequence of some legal situation in the country; not because Blizzard decides X is in and Y is out.
