From watching the video I think her gesture was probably innocuously intended (e.g. she didn't start out thinking "I'm going to give a Nazi salute") but mid-wave it looks like her hindbrain started screaming that the gesture looked weird, hence her strange facial contortion, and then she switched it up to something else entirely. But that's just my take on it.

I think Bronies were tolerated as long as they had blonde hair and steel blue eyes. People recording incidents vertically got put into the propaganda units.. they put three of them next to each other and edited the footage into one properly wide-sized picture in post processing.
